The Project Manager reports to and works with the Team and Group Leaders to support our existing and future water, reuse & wastewater treatment processes and design projects. The person must have exceptional interpersonal skills as well as a firm understanding of the engineering fundamentals as they relate to hydraulics and pump stations, wastewater design aspects such as preliminary and primary treatment, biological nutrient removal (BNR), solids treatment and odor control, and water treatment design aspects, such as chemical feed systems, coagulation, flocculation, sedimentation and filtration, and the associated regulatory requirements.
This position calls for a Project Manager who can work on a major project and/or several projects of moderate scope with complex features. The Project Manager helps develop the Project Management Plan that includes the scope, budget, schedule, and resources required to complete the project and to meet the profit target. This position also has a marketing component. The Project Manager is expected to spend 5 to 15 percent of the time meeting with clients, working on proposals and developing client relationships.
Performs project management of water, reuse & wastewater treatment-related projects, including planning, detail, design, and client and team coordination.
Executes and delivers various engineering projects on time, on budget and to the performance expectations of the client
Assists Principals and Senior Managers with developing scopes of work and budgets for various projects
Receives project assignments from the team and group leaders
Assists with preparing proposals and presenting to clients
Establishes and maintains strong working relationships with clients; Serves as the primary contact for the client during the project.
Assists with preparation and negotiation of contractual agreements with clients
Understands the requirements of the contract with the client
Participates in selection of a project team
Assigns projects tasks, budgets, and schedule to team members
Answers questions and gives daily guidance to team
Responsible for the accuracy and quality of all technical work
Monitors project tasks to maintain budget, schedule and scope of work
Requests and obtains approval before performing services outside scope of work
Reviews invoices before distribution to client
Assists in collection of past]due accounts receivable

This position may supervise the PEs and EITs who comprise the project team. Supervisory responsibilities may include assigning tasks, setting goals, monitoring and reviewing performance, enforcing policies and procedures and holding the PEs accountable for their assigned deliverables. Supervisors are also expected to function as mentors, sharing knowledge and encouraging continuing education.
This position combines office work with some field work at water or wastewater treatment plants or construction sites. It requires frequent sitting, walking, standing and driving . Some work may be performed out doors on rough terrain and/or during inclement weather.
This position is expected to require travel about 20% of the time, including extended overnight stays.
Solid understanding of the engineering fundamentals related to water, reuse and wastewater treatment, process and mechanical design; Solid understanding of biological nutrient removal (BNR), solids treatment, and odor control for wastewater project management.
Strong communication skills and experience specifically related to writing and presentations (e.g. internal, to clients, potential clients and professional service organizations

Required Education and Experience
BS in Civil or Environmental Engineering or related field from an ABET accredited university
Master’s Degree in Engineering with past coursework in hydraulics and wastewater/water treatment and design.
8+ years total professional experience as a Project Engineer, 4 of which were as a licensed PE, working on water, reuse and/or wastewater treatment-type work such as wastewater treatment plant expansion, rehab and planning.
Must be a licensed PE in the state of Texas, or able to get your PE license in Texas within 6 weeks.
Preferred Education and Experience
Active member of Water Environment Foundation (WEF) or Water Environment Association of Texas (WEAT) or American Water Works Association (AWWA).
Master's Degree in Civil, Environmental or related field from an ABET accredited university
