HDR is seeking a Railroad Analyst/Planner to join the Rail Consultancy Practice in our Omaha, NE office. Primary responsibilities of this position include the development of railroad operations analyses, service planning, studies and economic impact analyses, as well as assistance with operating review and input to engineering plans for railroad projects. Independent research and preparation of documents about a broad variety of questions concerning railroads will be necessary. Candidates should have a sound foundation through education and/or experience and possess knowledge of and strong interest in the analysis and planning of the operation, commercial strategy and methods, and economic aspects of freight and freight-hosted passenger railways in the U.S. and Canada. Candidates should also have interest in developing knowledge, and integrating it into their work, of the engineering, environmental, regulatory, marketing, construction, maintenance, and financial aspects of freight and passenger railways. This position reports to the Railroad Section manager for operations and to the Railway Consultancy Group Leader for technical leadership. As part of this job travel and/or temporary duty at other office locations may be required.
Position Responsibilities, Expectations, and Requirements: 1. General
Possess broad knowledge and demonstrated interest in freight railroad operations, regulations, networks, markets, and infrastructure; and rail network strategic planning and marketing opportunities. Knowledge base should include understanding of the ownership, traffic characteristics, geography, and commercial and strategic roles and value of rail lines and rail traffic types in the U.S. and Canada, including intermodal freight, bulk freight, and manifest freight. Familiarity with the terminology, business practices, labor arrangements, management organization, and regulatory environment of freight railroading at Class I, regional, and short line railroads.
Possess broad knowledge and demonstrated interest in intercity and commuter passenger rail operations and methods, including understanding of the interactions of train operations on shared passenger and freight rail corridors and the technical requirements for developing intercity passenger and commuter rail improvement projects and new services on dedicated and shared-ownership corridors.
Ability to independently research, document, and author technical documents answering a broad variety of questions concerning railways, and ability to provide technical consulting about railroad operations, strategy, business models, and commercial aspects to HDR’s environmental, engineering, and economic disciplines. Ability to research local, state or provincial, and federal requirements for publicly funded rail projects, and develop grant applications. Ability to research, summarize, and communicate to internal and external clients, information and analysis on a broad variety of railroad topics including market assessments, operational methods, train scheduling and network design, equipment selection, operation on main tracks and in yards, and industrial switching.
Has experience with the Rail Traffic Controller (RTC) operations simulation software and modeling, or willingness to learn and employ RTC modeling, including analysis of model and application of model. Ability to learn use of and independent execution of the model, including data input, debugging, conflict resolution, analysis of output, and presentation of output to internal and external clients.
Accessible and responsive to internal and external HDR clients, on multiple projects conducted simultaneously, and able to manage time, priorities, and commitments.
Able to identify where a conflict of interest may develop between HDR’s proposed projects or projects in execution and notify the appropriate HDR leads of potential conflicts.
Communicate regularly with the Railway Consultancy Group Leader, and with project managers, on multiple simultaneous projects.
As directed, will obtain memberships in professional transportation organizations and will cultivate relationships with key individuals at freight and passenger railroads, and governmental agencies. Candidate will attend special HDR and railroad industry events, as required.
As directed, support marketing and pursuits that are directly or indirectly related to the HDR freight rail practice.
Be a resource for answering (or obtaining answers) where another project (Highway, Transit, Port, state DOT, Municipality, etc., or other railroad) may be involved and cause a potential conflict.
Independently and proactively execute assignments, including developing work approach, methodology, and estimate of time required to perform the work.
Assist HDR Project Managers in understanding railroad operations, regulations and policies, and commercial and strategic practices, and facilitate guidance during project execution.
Serve as an overall source of guidance for working with freight and passenger railroads and associated government agencies.
Perform periodic project reviews, as needed.

Associate’s Degree or higher preferred.
Demonstrated professional interest in the railroad industry and its importance to national and regional economic activity, transportation, logistics, and the environment, and a strong desire to articulate that importance.
Strong writing skills, analytical/problem solving skills, and ability to communicate effectively both verbally and in writing.
Ability to work effectively in a collaborative team environment, as well as independently.
Ability to travel. Away-from-home-office requirement may be up to 30%
Knowledge or strong desire to gain knowledge of RTC modeling, and pursue additional technical and professional education and on-the-job training as provided by the company.
