The Port Authority also owns and manages the 16-acre World Trade Center site, where the 1,776-foot-tall One World Trade Center is now the tallest skyscraper in the Western Hemisphere.
The Port Authority is seeking a dynamic and experienced executive to serve as its Assistant Director in the Planning and Regional Development Department. About Us: The Planning and Regional Development Department is charged with a complex set of responsibilities that directly impact the core businesses of the agency, with an emphasis on fulfilling the agency’s mission to “keep the region moving”. Specifically the Planning Department identifies strategic regional transportation needs such as the need for improved rail connections to regional airports and enhanced trans Hudson rail and bus service, identifies emerging technologies poised to transform the transportation system and core businesses of the agency, researches and promotes resiliency strategies that protect regional infrastructure and economic assets, provides analytical expertise for the agency’s policy and investment decisions, manages priority planning initiatives and projects with external partners and delivers expert planning and technical support services that advance the agency’s core objectives. Position Overview: The Assistant Director will report to and act on the behalf of the Director, Planning and Regional Development being accountable for all matters related to managing the operation of the divisions with the Department including critical aspects of external coordination with key agency partners. The Planning and Regional Development Department’s portfolio of projects include improving rail access to JFK, expanded trans Hudson access through the Port Authority Bus Terminal (PABT) replacement, PATH expansion and analysis of post 2040 trans Hudson needs, improving trans Hudson ferry service, supporting the transformation of Red Hook and South Brooklyn Marine Terminal, identifying creative strategies to capture value from key assets such as PATH (particularly Journal Square Transportation Center) and the PABT, coordinating critical truck access requirements relative to emerging developments impacting the Goethals Bridge and construction at the George Washington Bridge. In addition, the Department provides travel demand forecasts to TB&T and PATH as well as quarterly economic forecasts and round tables for all core business as well as supporting capital program development through project level LCA and cost benefit analysis. Major Responsibilities include: * Oversee a variety of planning projects driving a results oriented path from planning to implementation with clear deadlines and work products that include working across agency business areas with an aggressive timeline to deliver projects on time and within budget- examples of this work include; the trans Hudson Rail Rapid Transit project and the Goods Movement Action as well as capital programs underdevelopment at the Port Authority Bus Terminal, PATH and Port related landside access. * Focus on innovative solutions to guide the next generation of airport access initiatives with a particular focus on working with agency partners such as MTA and NYC to provide a one seat ride from Manhattan to JFK as well as working with agency partners in NJ on a replacement for the Newark Airport monorail system and possible PATH extension. * Working with a variety of constituents across agency business areas to develop funding strategies and timelines to advance critical programs- specifically the advancement of the ITS Strategic Plan refresh and the implementation of the agency wide Resiliency Plan. * Lead technology initiatives for the agency that produce recommendations that enhance customer experience, provide more efficient transportation and ensure the agency is proactive in preparing for emerging transformative transportation technologies * Provide expert guidance (and internal consulting) to Planning and agency staff in the use of planning tools as well as the development of long range forecasting that can help to shape the direction of the agency and to more accurately project and clearly communicate the travel demand data and economic forecasting core to the agencies long term financial and capital planning efforts * Develop and oversee the external coordination of capital planning efforts with partner agencies to ensure the efficient implementation of the agency’s capital planning efforts. * Manage MPO and USDOT relationships, including representing the Agency as the Chair’s alternate representative on the NJTPA and NYMTC Boards. Provide Departmental expertise and agency-wide guidance on federal funding and emerging policy directions with a particular emphasis on the availability of federal programs to support critical security, resiliency and infrastructure investments. * Engage with and expand the agency’s interaction with key transportation associations, such as RPA and the ITSNY and NJ as well as leading academic centers such as NYU’s Rudin Center, UTRC at City College and Rutgers as well as relevant technology research currently underway through Columbia and Princeton focused on Connected and Autonomous Vehicles. * Prepare and present project information to executive staff and as required to the Board of Commissioners. * Motivate and manage a team of staff across varying skill levels. * Mentor and support junior staff members in their professional development.
JOB REQUIREMENTS: Candidates must present the following qualifications to be considered eligible for this position: * Master’s Degree in Planning, Public Policy, Business Administration, Finance, Economics, Architecture or Engineering or comparable field * Minimum of 15 years of progressively responsible experience and a successful track record in managing transportation professionals * Outstanding managerial skills * Proven track record for delivering complex projects * Extensive knowledge of the transportation system, travel dynamics, demographics and transportation policy and planning issues- preferably in the NY metropolitan region * Demonstrated ability to work collaboratively with peers and representatives of other organizations on large, complex and multi-disciplinary projects * Superior written and presentation skills * Demonstrated proficiency in effectively persuading, influencing and negotiating with individuals at various levels in an organization to achieve desired outcomes * In depth knowledge of transportation tools * Ability to lead, motivate, mentor and develop diverse staff * Strong critical thinking, decision-making and problem solving skills.
