The Utilities Project Manager manages and coordinates water and wastewater engineering related functions for the Public Works Department. Under general direction, manages the development and implementation of the water and wastewater Capital Improvement Program, and oversees engineering projects and studies. Performs project management for capital improvement, operational and private development projects including coordinating and administering contracts for professional services and construction. Assists in developing the City's current and long-range utility planning efforts. Reviews private development and capital improvement plans to ensure compliance with City ordinances and Engineering design standards. Provides customer service to residents, business owners, developers and engineers.
Performs project management and administration of contracts for engineering and construction projects by preparing RFP's, bid packages and specifications, acquiring various ROW, easements and other approvals as necessary, recommending contract awards and issuing Notice to Proceeds, processing submittals, progress payments and change orders, and project close-out.
Prepares monthly updates of project progress for City Leadership. Works with consultants and contractors to maintain project schedules, budgets and goals.
Plans and develops projects, advises inspectors, helps in dispute resolution and assists in the interpretation of plan/spec discrepancies.
Coordinates the review of public/private sector water/sewer systems. Represents the Public Works Department on professional and technical committees.
Provides customer service by responding to various concerns and complaints from residents and local business owners, provides information or recommendations as needed and providing general information to developers and engineers.
Stays informed of professional issues. Evaluates plans and reports by reviewing and approving submitted plats, improvement and "as-built" plans, and associated reports to ensure compliance with City design and construction standards and other applicable engineering principles.
Bachelor's degree in Civil Engineering, Environmental Engineering or Water Resources or a related field. Work requires broad knowledge in a general professional or technical field.
Five (5) years of progressively responsible project management and public works engineering, civil plan review and/or design experience.
Professional Engineering License and valid Driver's License required.
