Education and Experience:
Bachelor's Degree in civil engineering from an Accreditation Board for Engineering and Technology (ABET) accredited program, and a minimum of ten years of relevant experience on Structural Engineering in design and construction with emphasis on heavy civil structures including aerial structures, mined and cut-and-cover underground structures and tunnels, parking structures and maintenance buildings; seismic analysis and rail-structure integration; working with consultants and contractors and three years of experience working in a rail or transit related environment; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
• Possession of a valid Washington State Driver's License.
• A valid certificate of registration as a Professional Engineer issued by the State of Washington.
Preferred Licenses or Certifications:
Professional Structural Engineer issued by the State of Washington.
Required Knowledge of:
• Operational characteristics, services, and activities of a quality assurance program.
• Quality assurance and assessment practices and procedures and reliability requirements.
• Principles and practices used in performing quality assurance and control on design and construction projects.
• Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, and the general public.
• Complex principles and practices of structural engineering.
• Project management and scheduling techniques.
• Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations.
• Recent developments, current literature, and sources of information related to innovations and trends in structural engineering design and development.
• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
• Principles of business letter writing and basic report preparation.
• English usage, spelling, grammar, and punctuation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, computer aided drafting and databases.
Required Skill in:
• Organizing and leading groups of professionals in developing designs and resolving issues.
• Performing quality assurance and control on design and construction projects and perform required quality audits and field inspections.
• Understanding construction processes, material testing, inspection and test reports and design procedures, CADD operations and specification writing sufficient to perform quality assurance functions.
• Applying advanced principles and practices of structural engineering related to area of assignment.
• Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Effectively coordinating integration efforts of numerous consultant firms.
• Applying project management techniques and principles and defining a detailed project scope and control scope as a means of achieving overall project objectives.
• Presentation development and public speaking skills.
• Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
• Preparing and analyzing complex data and comprehensive reports.
• Preparing, reviewing, interpreting, analyzing, and modifying complex engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards.
• Reading and understanding engineering drawings, specifications, and standards.
• Preparing clear and concise engineering reports.
• Applying appropriate oral and written communication skills to various individuals ranging from Agency employees, engineering consultants, and local, state, and federal agencies.
• Working cooperatively with other divisions, Agency officials, and outside agencies.
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
PHYSICAL DEMANDS/WORK ENVIRONMENT:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, and extreme noise when working in the field.
