The Right-of-Way (ROW) Management Division Manager serves in a critical role for the City of Austin, Texas, Austin Transportation Department. The Division Manager’s mission is to ensure work in the ROW is performed in a safe and efficient manner. Delivering this mission requires extensive collaboration with developers, engineers, and construction teams (internal and external to the City) to maintain safety while expediting construction to unlock the economic value for our community and minimize the impact on the traveling public. This position oversees 26 employees with a budget of $2.5 million. Annually, ROW management typically reviews and processes 17,000 permits, reviews 15,000 traffic control plans, conducts 3,000 work zone inspections, and issues 300 citations. In addition, the Division Manager oversees front office operations that receive approximately 6,500 customers per year that require meeting with either permitting or traffic control plan review staff. Customer service is a crucial aspect of the front office operation that the Division Manager needs to monitor and continuously refine over time as new technologies and policies influence the operation. ROW Management has the most day-to-day interaction with the public than any other division in ATD.
Proven record of accomplishments within a highly progressive transportation organization that can provide key management assistance to the Department’s Executive team and the City Management team.
Demonstrated ability to provide strategic leadership, to “see the big picture”, to develop and design relevant services for citizens and customers by using data analytics to better understand their needs.
Experience is highly desired in traffic control plan development, review, implementation, and/or inspection; construction practices within the ROW; and permitting processes or other high volume customer application, review, coordination, and approval processes. Experience in each of these areas is not a requirement.
Experience in budget development, monitoring, forecasting, and reporting.
Experience and expertise in leading organizational change, developing and mentoring staff, fostering creative problem-solving and accountability and in evaluating departmental structure, staffing, and operations, with a desire to maintain and enhance a highly-responsive, creative, high-morale workforce.
Experience in developing and managing performance metrics.
Possess strong presentation skills with the ability to work in a politically sensitive environment and convey complex and technical information to elected officials, stakeholder groups, boards and commissions, and City staff.
Present a collaborative personality, with strong negotiation skills, high approachability and a passion for working with the community, boards, commissions, and public/private organizations.Position requires graduation from an accredited four year college/university with major coursework in engineering plus eight (8) years of experience acquired before or after licensing as a professional Engineer. Requires a License: Licensed Professional Engineer (PE) in the State of Texas
